This article focuses on the phenomenon of "policy idling" in the implementation of public policies. By deeply analyzing its connotation, manifestations, causes and hazards, and combining practical cases with relevant theories, it explores effective governance paths. Research has found that the phenomenon of "policy idling" is quite common in the process of policy implementation, seriously affecting the realization of policy goals and the protection of public interests. To address this phenomenon, it is necessary to start from multiple aspects such as improving policy formulation, optimizing the implementation subjects, strengthening supervision and evaluation, and creating a favorable implementation environment, to build a comprehensive and multi-level governance system, so as to enhance the implementation efficiency of public policies and ensure their effective implementation.Downloads
